The city cartels aren't clans, so I don't expect them to have all the benefits of clans (though a channel -would- be nice). However, I can't fork over 5k of my own cash every year to submit the cartel design. I've gotten a few donations towards them, and when a guild or organization requests a specific item made I'll ask for a contribution, but a bank account would overall make things smoother. I don't even want the power to be able to withdraw from it, just having the submission fee taken out when I submit would be fine.
The ability to read the logs would be nice if we got bank accounts, as would a way to see all the members of the cartel. And holding referendums. Meh, we just need to raise 500k for a clan.

If submitting designs works the way it did in closed beta, and I haven't heard anything to indicate that it's changed, I think that trademasters should be able to suggest new patterns with their cartel designs, maybe once every few years if the divine think that every year would be too much? Especially for the categories like baubles and trinkets that don't have anything at the moment. I guess the problem affects jewelry more than anything else, but I may be wrong. It's just that I've got all these ideas for hairpins and anklets and beads and things and no way to have them submitted...
