No, they are yet to confirm that either city will ever even exist, although right now it is a perfectly good assumption that they will.
It is also highly obvious that something big will happen involving Gaudiguch and Hallifax in the near future (The next few weeks or so).

If they're frozen in time, and come back, they'll have all the leaders etc in place already probably, and likely won't accept anyone for a while, whilst theres something happening to remove NPC leaders.

Well, they'd be shellshocked for a time. After a bit they might begin to accept outsiders, especially the few of us that have family ties to the cities. But it's really up to the Divine about how long it would take for the old guard to cycle out.

You can't assume that they'll be empty, or blank, or anything. They're established cities already, they'll have rules, government type, etc. You won't be making something - You'll be joining something already established... Unless, as I suspect, it's assume they cut themselves off from time, but didn't freeze it for themselves, and have thus all dwindled/starved/turned to ghosts/become horribly, totally inbred. Guys, as we've said already when DoC was set up, whilst you're welcome to become rogues you're much better working within an already-existing city. We've already said that it may well be a considerable period of time before the next player-run city or commune comes into play...

I also think they'll wake up from the moment they were frozen. It'll have lots of RP potential - people from hundreds of years ago; TODAY.

Many of us still reside in cities. We can be loyal to our current city yet still acknowlege that our heretige still calls us to our homeland.

Or, in your case, join a city in the meantime.
I'm staying loyal to Magnagora for a while. I voluntarily left my minister polistion and the Iron Council clan, as I did not think I should be in such positions if I were to openly plan to leave a city in the future.
Besides that, I still remain an active member of my guild and city.

Rexali is a loyal Magnagoran, and will do nothing to betray that trust. However, that loyalty ends should Hallifax be awakened, and he leaves Magnagora. He will take nothing that is not his when he departs.

Don't forget that not only do they have to build two entire new cities, they have to code three new guilds each as well, and two planes each for those guilds... That's if they think there's enough players to seriously work on it!
