Hmm, this is a good idea, I think...but is it really worth a skill? I mean, giving you a one room headstart isn't THAT great, is it? (Mind you, I'd say things like fluidswim aren't that useful either, because like two guilds can't do it anyway)

How about having it be just DIVE and, if you're in a water room, you dive down to the lowest level possible (i.e. all down)? Not terribly useful, so it could be low, but still kinda neat.

We already have a "dive" command, but I'm not certain what it does (my experimentation with it was fruitless). I'm guessing it might be used to find hidden underwater exits?

No idea if it has any useful purpose, but it's A ) Used in combination with toadcurse to stop people getting away, as it's like a forced sit, and B ) I think it might be useful to make people do it in aerial combat, too.

Dive in the air puts you prone and on the ground.
Dive in the water finds exits that you dive to get in. The shadowsnake guildhall in aetolia, for example, used to be accessed by diving I believe.
