The Elder Gods created Celestia, thats why the Soulless didn't feed off them. But I'm pretty sure the Aquamancers founded Celestia first, as they said that "Celestia was wrapped around Water Elemental Plane like a blanket" or something similar.

You mean found, not founded, Silvanus. They didn't found Celestia (as opposed to they did found it)as in create it, they found it, as in discovered it. (As opposed to they didn't find it. )
