Morik's shop in Celest has packs stocked all the time. I've not seen them run out yet. West market district.

Or you could always try Bob as a last resort. Used to be 50 gold, but it got changed to 350 not too long ago

Aww, let me know next time you need a pack - I never end up sitting down and sewing clothes for my shop as much as I'd like, but if people poke me I'll sew them whatever they need (usually at a quite low price too, if I like them )
