Ok, I like that Avenger doesn't protect the outer planes at all, allowing limitless combat for those so inclined, but there are a couple of things that irk me.
First, I think that if someone attacks you on one of the planes and they are listed as a victim of yours, that status should be revoked. They have chosen to retaliate and should no longer be protected on the prime plane. Attacking or killing anyone on the planes should not gain you suspect or vengeance status, as it is currently, but I definitely think its a little unfair to have victims able to strike at you and maybe kill you when you're off-plane, but be completely immune again on prime.
Secondly, I'm not sure manses should be counted as off-plane. At least, I think they should be regions that are protected by the Avenger as long as teleport/summon works between them. (Perhaps the enemy list of the owner can be used to determine what is enemy territory also, but I can see that open to abuse.)

i agree with the off plane attacking thing but if they had even more avenger stuff alongside karma it would make the game too strict which it already is

I'm only discussing off-plane changes. The declare/defend thing is just fine. Karma still needs a few changes, but I'll leave that for the (dozen) threads on that particular subject.

No. Poor ideas. Things are restrictive enough as it is. Stay off the planes and learn to make your manse less impregnable if you're that concerned.

I'm not sure how it is more restrictive... allowing you to hunt without hindrance someone who just attacked you is giving you more freedom, isn't it? Rather than remaining locked by bully status.
Perhaps you could explain.
The manse part, sure, it will be more restrictive. However, they are quite likely to turn into a battleground, which may not have been their intent.
I can deal with this part, its not a strong suggestion I know. It's just my preference not to feel totally open to assault in my purchased home.

I think a lot of people depend fully upon statues for protection, but as I last heard, statues can't be enchanted in a Manse.

Remember, my manse contains a shop which means it must remain open to a majority of players. Also keep in mind that regardless of whether you have access or not, you can follow someone who does and quite easily enter a blocked manse. On another note, I have no desire to place dozens of sigils throughout every room, preventing internal teleports or tesseracts out. My comment was in regards to not being protected by Avenger, rather than not being able to defend a manse. Again, I said this was just my preference, not something that was essential.
You didn't explain how the first part was more restrictive.
