Is it just me or is this name very similar to HP Lovecraft's Cthulu? Some implications here eh? Cthulu is trapped under sea, Kethuru is trapped under the seals. Cthulu influences people telepathecially, Kethuru influences the world (being part of the fabric of creation).

Sides from that, it's been several years since I read WoT. Yea, I guess I can see it. The inability to destroy Keturu/Shaitan is there, being trapped beneath the seals.. Wow, I'm just blind.
