Because, I believe, the foetus starts out as female by default and develops enough to get those before it decides which gender to become and gets the proper "equipment."

Technically, male and female chests are the same until puberty, in which case
mammory glands are built, and grown, whatever words you want.

Full grown males can lactate too just give them a hormonal imbalance. Its easy.
