Forging question

Okay, so we have different levels of weapons in forging, ending with a masterweapon. I'm sort of confused about what these levels are though.

First, can any weapon have a masterweapon level? I see bladed and blunt, but can I have a master polea

Second, what order on are they in?
We have clubs as "level 1" bludgeons, and shortswords as "level 1" blades. But then we have longswords and broadswords, as well as scimitars, etc. Someone mentioned something about those being able to be like "level 2" and "level 3" weapons. And I swear, I used to have a decent mace, and a pretty good mace (lv2 and 3?) and then I got my master mace (lv 4?). And then we have flails!

So, are there three or four levels of weapons, how do we distinguish between them, how do we submit differently (like when you add masterweapon on the comms line), do some weapons default to a level, and are all types able to have different levels?
