It used to be that half the eagles on Gemini would fly and half wouldn't, but I've killed 40ish the past few days and not one has followed me to the sky. Did someone mean to set flying to 1 and set it to 0 hopefully, or are they all supposed to be landbound now? Or are they set to fly and I'm just very unlucky?

The eagles appear on whatever level of the place you're on. If you're on the ground, they'll be there. If you're in the trees, you'll be there. If you're flying, they'll be there. I don't think this applies to underground though.

I've done link and fly, it makes you leave the room so no power is taken out. You can link while flying, but no power comes to you. So either way, no eagles.

Maybe this is a side effect of when Roark broke gravity. The kestrels in the Grey Moors have been landbound too.
