Requirements:

1. You must be in the Merchant's Guild at the time I give it away.
2. The cartel is still "mine", but you can do things with it.
3. I get priority on private designs, and will pay for the submission fee.
4. Any private designs you submit, the fee comes from your own funds.
5. You must be active. Preferrably when I am.
6. Those with tenure get looked at first.
7. The cartel becomes an official subsidiary of The Merchant's Guild.
8. You get to sign a neat little contract that says bad things happen if you run away with my cartel.
9. You're nice to me. After all, I'm giving away a cartel with few requirements.
10. You try and help contribute to the tailoring room fund in the Tradehall.
