Could illusions (dreamweave illusion) -not- be counted as an aggressive action? Its the only way as a dreamweaver I have to speak to a room of people (short of dreamspeaking every person present). Its not targetted, it can't hurt anyone, I don't see why it has to be prevented in safe rooms.
Also, why can mobile speech not be heard in dreamform?

Yeah, I think that's more a bug than anything else. Reg'lar illusions work in safe rooms, so so should dozy illusions.
