I'll give you a list.
Bear in mind you used to HAVE to have arties to be a decent warrior.
Amaru - He's got his champion arties, which is overpowered beyond all recognition, however he wasn't half bad without it either
Ethelon - No real arties I know of, he's been pretty talented in everything he does.
Daevos - No.1 knight in realm for sure, He has elemental arties however he was damn good without them, and would probably still be as good if he didn't have them
Murphy - I have lightining runes, which I hardly use anymore. My weapons of choice now are mainly hammers (non-artifact natural forge) My flails used to have >200 damage and were insane, I reduced them to <160 damage now for a bit of a challenge and to keep things fair on those with low hp
Narsrim - I believe he has a life torc, not too sure. Current holder of the mondancer champion artifact/pet, which is the lesser of the celestine and nihilist one, but is still overpowered.
Tuek - Artiwhorus extremus, torc, gem, cameo probably a swag of others, omnitrans (transed every skill) Used to have the moondancer champion artifact/pet
Thorgal - no artifacts apart from his weapons, whores out his system in bulk so he can get CR. He's been a top fighter in every guild he's chosen, not bad at all.
Terenas - Top knight as well, no arties as far as I'm aware, he's pure skill.
Geb - artowhorus Extremus. Don't get me wrong he has skill, but he also does quite a hefty staffblast. I'd hate to see him with a champ staff. He has cameo, cubix, gem, scepter and probably a torc and a few others
Kaervas - has a crit hit pendant, not sure about the other. he has the geomancers champion staff, which is balanced and fine for a champion weapon, maybe needs some more damagae added to it
-note all of the above have arti pipes, and if they don't, they bloody well should!

I think its a bit early in Lusternia history to declare a real Top 10 fighters of 'all time' since 'all time' isnt even a year yet really.. I like to think top fighters is more than short sprint of showing the dominance but going to the longhaul too and making a real mark on the world.

If the title of the question was most dominant fighter in their own time, the answer would be Valek/Daevos. They could essentially go anywhere and do anything and no one could stop them. Though I think Shiri's list is my favorite.
And I can tell you for a fact that about half the people on that list have never actively RP'd anything heh, though none of them actively go OOC either.
