Well, they have to present themselves to the world for their city or commune. If a leader says something regarding philosophies, someone's going to assume that that's the way the majority of the city or commune feels, and therefore it's what the city or commune stands for, whether or not this happens to be true.
I can imagine they have a lot of people coming to them for things, too... and seeing as how they likely have to oversee all the ministries and communicate with the other communes and cities, it seems like the job of leaders is to get a headache, more than anything.

Heh, it's not that hard describing one's duties.. though I had to limit myself to an hour when explaining my own to a guildmate.
The job of a city leader in point: Constant oversight of the city's interests.
If you mean specific duties.. it depends on how much the person cares about their job. The more the person cares, the more the person does. Simple.

Rhysus' job is to keep the 'City leader' position filled so that someone stupid doesn't get in it.
The Serenwilde Leader's job (All of them) is to piss off every other organization and start lots of wars. Nikua excelled at this, and from the looks of things Nejii will too.
Daevos' job is to make sure Magnagora remains the only organization of the game that, at the very least, isn't blatant in its idiocy.
Nayl's job is to sell commune credits.

My non-serious answer was, Rhysus' job is to take credit for anything good that happens near him. Making fun of Galvadore for doing the same exact thing isn't a job, more of a hobby.
My serious answer is, the main responsibility of a leader is to be held accountable for the actions of those who he leads. Therefore, the main duty of a leader is to put whatever measures are necessary in place to ensure that those actions are justifiable, both internally and externally. Note that nothing in this answer refers to what's best for the city/commune/guild/whatever, because that, when it's present, flows not from the leader's duty but from his dedication. The duties and authority are just means to that end.
More specifically, the way I see it is this. A GM's job comes in two parts: first, to give the guild direction and purpose and oversee development of its "flavor" (i.e., its roleplay); second, to be the guild's representative to the rest of the city or commune. A GA's job is to actually carry out the GM's vision by handling day-to-day affairs in such a way as to support it.
The job of the council of GMs in a nation is to make most of the long-term decisions, set policy, set overall goals, etc. The job of the seneschal, prince, etc. is to make more short-term and immediate decisions, things that require decisive action, to be the "executive officer" of the nation whose job is to carry out the policies previously mentioned. And as often happens, the executive officer often gathers more authority and power than was originally intended simply because he's a very visible point-man. This happens even faster in Lusternia than in our world because "foreign policy" consumes so much more of a Lusternian leader's time because of how the structure of Lusternia means all nations are essentially in a permanent state of war or nearly-war with all other nations, and foreign policy tends to devolve to the point-man.
So in practice, while the nation leader should be more of an executive officer, who breaks deadlocks within the council and then carries out the council's larger-scale decisions on the scale of everyday activity, in practice he ends up being the one who makes the decisions, leaving the council to do little other than rubberstamp those decisions, or object to them as a representative of a guild.
