Every city/commune has differing laws and different penalties for breaking them, but non-members won't have any idea what they actually are until they get an enemy status and a fine slapped on them.
I propose that each city/commune get a 'Help Laws' file, on the same vein as the 'Help Guildnovices' files. They could basically copy and paste the laws and regulations within their chelps and projects into a publically viewable document.

You could always come to the Serenwilde and read the Sacred Leaves of the Serenwilde which are written on the leaves of a giant tree somewhere in the commune...

The same way I erect a statue that has magical properties - you just do it. Or, specifically, its Woven to let you. Heck, you could have the rules on a number of signs on the alabaster road.
This isn't real life you know. If it were we'd have permanent death, and whoa would that be amusing.

Heh, once one of my old alts got enemied to Celest for 5 years for crossing through the city with his imp. I didn't know they had a law against a demon being in the city, and I'm sure a novice wouldn't know.

Doesn't have to be an "obscure" law persay, just an unknown one to land you in trouble.
Shorlen, didn't you get a letter awhile about about a former novice of ours who'd left us and then went on to be immediatley killed/(enemied?) for influencing the denizens in Magnagoran-held Estelbar, which (according to the letter) was against some unknown law?
