sounds like some strange variation of Sticky Keys. Try restarting.

Doesn't sound like windows is the problem really, try the keyboard in another computer.

No, I recognize the problem. It's some sort of glitchy bug thing caused by sticky keys. If you hit shift something like 8 times in a row you'll turn on an accessibility feature (read: handicap) so you can hit Shift and not hold it and have everything capitalize.
The glitch part is that it won't turn off again. When that happens to me, I hit shift a bunch of times, click on settings, make sure all of the features are turned off, and then close any applications I had open. That always fixes the problem for me. For some reason, once it's enabled, you can't turn Sticky keys off in the applications you had open until you close them.

Aye, I find hiting shift, a bunch of random keys, caps lock, various things eventually it will fix itself. However, the stickied keys still make noise and it bugs me.

Sticky Keys also turns on when you hold down shift for ten seconds. Make sure it's turned off in the keyboard settings and that it's actually off. In other words, if it keeps going on, turn it on and then off again. (Sticky Keys, that is).
