Not looking at specialized races, which is the best for a dreamweaver?

You left out an important stat for dreamweaver: CHARISMA. When you sip absinthe in dreamform, your ego buffs your health/mana (essential).

Mugwump hands down. Screw the little more tankiness a more charismatic race would offer, if you can dreamattack twice as fast and twice as strong as a mugwump.

they know 2 dreamweavers I know in the game are Thaemorn and Elryn Elfen and Faeling, so you should consider those as well

For any magic using class, including dreamweavers, the best race is always Mugwump.
Here, Imperial Merian would be a very, very close second - but you said you weren't interested in those.

I thought the attacks were considered "psychic" damage, which is modified by charisma - not intelligence (or so sayth Hajamin).

I think only nightmare is psychic damage. Sap/channel is magical.
Also, willpower is the key in dreamweaving. Almost any ability in dreamform takes around 500 willpower on success or fail, so the higher your intelligence (and thus willpower) the better.
It's why a dreamattack can only come in short but intense bursts. Any attack much longer than about a minute and you're out of willpower.

As much as I hate to say it, mugwump's probably the best race.
Being able to act faster is far more important when dreamweaving than a minor difference in damage or tankiness.
That said, as always, don't pick a race just for practicality. Make sure you enjoy the role.
Elryn and I do fine as faeling and high elfen. Mugwump would be better, but it's not worth the RP trade-off for me.
