Did you test it from a different room? Maybe its just not programmed to look in the same room as you.

Stalk is supposed to work with someone in the same location, and I think you're right about the bond seek.

Syntax: STALK
While in an adjacent location to your target, you can set yourself up to stalk
him or her. Note that you will immediately camouflage yourself and silently
follow your target. Note that you can only stalk in natural environments.

Didn't notice the natural part, and when you try and fail, it says that you can not see that person here or in an adjacent location.

I think the fail message needs changed, but I can see now why it didn't work.
