Instead of trying to move conflict towards Elemental/Cosmic/Ethereal, why not add more planes? We could have 'demiplanes' (Yes, I stole this from certain popular TSR games) that float somewhere between Astral and Cosmic. They'd be accessible from both Ethereal and Cosmic, and would form a ring; each Nexus would be connected to one, but to which one would change over time (Every IG month or so), since the demiplanes "orbit". You'd be able to hope from one demiplane to another in the ring. They would be separate areas with different purposes and themes, and would all be neutral; since they form a ring, they'd serve as a rout for planar attacks, and each would lead to Astral, and to a Nexus in Ethereal or Cosmic that they're connected to at the moment (if any). Some of these might be:
Gorgog Prison - The pocket plane used to trap the gorgogs. Full of gorgogs, and also part of a quest to release the gorgogs into Elemental, Ethereal or Cosmic planes, instead of Prime.
Villages - Strange villages of planar creatures that could be swayed; but they'd be fundamentally different from other villages in some way; maybe a village that can be swayed at any time, and never revolts.
Village of Elemental creatures that can only be influenced by mages, and swear fealty to an elemental plane instead of an org (doubling the amount of Power essence from that plane generates, and dropping some Power into the Nexus of that plane). It would have conflict most of the time, since it would be impossible to drop guards there; the mages would constantly try to demesne the place.
Refugee village - A village populated by descendants of the original Geomancers, Fatalists and Ur'Guard, as well as creatures from the pre-Taint Earth Plane. There would be a quest to Taint the village, as well as a quest to cleanse the Earth Plane, reducing the Power essence from there generates and sapping power from the Megalith of Doom.
Fae Village - Fairies that aren't part of Faethorn; a village that can be influenced only by Wiccans, and which generates Power for the Wiccan's Nexus.
The advantage is that you can have as many of these as you want, without needing to change existing planes greatly. They'd all be isolated planes and areas, and they'd all contain some way of changing the power of the cities and communes.

As I understand it, and I could be wrong, we know of no more planes than there already are, with the exception of Fire, Air, and the two cosmic planes linked to them.
If we're going to go with extra planes and such, why not have admin-created manses? They float in-between planes.

Actually, IIRC, Isune and Tully had a talk about that. There are other planes in the void, so we could support more planes.

There are 4 known cosmic planes, but other planes float thru the void.
It is probably best to think of the cosmic plane, and the sub-planes as spheres. Cosmic can likely hold an infinite amount of planes. I think there are also planes beyond the astral plane myself. Divine Havens, Fulcruxes, the Void, etc.
The potential for expansion is infinite.

I was under the impression that they aren't seperate plains, but simply bubbles on a the same plane of existance. Think of it as planets, I guess? Floating around. Iunno. Something like.

In my opinion, we do NOT need MORE planes. We need BIGGER and MORE INTERESTING planes. Make Water and Earth, Celestia and Nil, places where you can DO stuff.

Hopefully with all the complaining and the lack of focus on larger projects (That we know of) things like this can be implemented. I agree with you that the current world needs additions before we haphazardly add more things.

I would strongly support enlarging the existing planes and putting quests in them. Considering Lusternia has strong emphasis on planar and travel and such, the range of things we can do in them currently is probably inadequate.
I'm against more planes as each should have a significant meaning to the groups of people related to it, the elemental planes to the mages and the cosmic planes to the guardians for example. Putting more planes would just be confusing.

Communes havn't been nearly as anti-plane as the oldendays. You can tell by how some go into those planes to aide the cities or to go kill in Astral. They could start another Project Hope. Their avatars will HATE it, though. Serenwilde's community might split apart with it. Glomdoring might tell the Avatars to be quiet, especialy of Viravain supports the idea. They aren't exactly the "we're happy with the nature we have" type of folks anymore.

That would be good too - the point is that we need more things to be done off-plane. But having new planes means you can add variety; you don't have to stick to the existing theme nor get a good IC explanation for how a particular plane is changed.
