His mouse is acting really weird and he cannot reply normally.
The scroll wheel that normally goes up and down is going forwards and backwards on internet explorer.
Clicking on links is bringing up new windows instead of normally just going to that page.
Clicking on a spot on page seems to anchor it to that spot so if he clicks somewhere else it highlights everything in betweem.
So can anyone help?

ohm.. has he tried restarting?
or disconnecting and reconnecting the mouse?

Ah, go snag another mouse and hook it up.. see if it still does that. At least you'll figure out if it is a mouse problem or an actual computer problem.

He cannot reconnect it because it is an optical mouse.
The only other mouse he has is locked in a room somewhere being guarded by a fire breathing dragon that has a taste for cute english boys.

how did he get it on the computer in the first place then? O_o If you're meaning it is wireless.. disconnect the little thingy for the mouse. :/

Sounds like ClickLock, but I could be wrong. Control Panel > Mouse should have an option about that.
The windows thing sounds like a setting issue more than a mouse issue, unless his optical mouse is just insane.
And.. yeah, you probably wouldn't be able to tell unless he switched out with another mouse.
