I was recently looking through the artifacts help files and noticed I didn't see sceptre's mentioned anymore. Are they not available any more?

Ahh I skimmed right past those because they didn't say Sceptre anymore.
Do they stack, if you buy say 2 of the highest level one, does it just make you uber hard hitting?
