Okay, those this idea comes from two places:
1. Olde churches and libraries that are full of this sort of relics and artifacts
2. Celest never having a Cubix
Basically, each city gets an "Artifact Den." (with a more snappy name... can't think of one ATM) In theses dens (2 - 3 rooms large max) there are *bum bah bah bum* artifacts! These are purchased by the city/given to the city by the Divine (Quest oppertunity?) or donated by citizens. The artifacts behave quite differently then normal ones however, and the city CANNOT buy consumable artifacts (Daggers of Reincanation, for example). Now, the room is naturally locked, and each artifacts it set to each room. Unlike normal artys, there is a command to reset them back to the room that every GM and the King/Queen of a city has (Artifact reset) This resets every city artifact that the player has, back to it's place in the artifact den. Thus cities can give a cubix to a cruasade going to Nil, or a Guild Master could give a Pilgrim a talisman to protect them, and other such coool stuff.
Now BEFORE you say "Neat idea, but do you have an idea to stop from taking all the artys and bashing, thus abusing your system?"
Yes! Two ideas
1. Each artifact needs one karma to maintain (they are for holy warriors, questing people and all)
And Or
2. Every artifact can only be used for X (6 - 12?) hours of a REAL LIFE month. Or, we could combine the two, and you only get 6 - 12 hours of using artifacts per month. (So 12 hours with 1 arty, 6 with 2, 4 with 3...)
Well, beyond that there really is nothing that can be done, except hope another person resets that charactey.

Id say no, not so much a bad idea for everyone, but a crap all idea for people who buy artifacts. Not to mention even with the time restriction or the karma thing it will always be used up by the higher members or people with a lot of karma. Also, it would be used a lot to raid Nil/Celestia/Ethereal/Water/Earth a lot. Yeah, there will be people who wont do this, but there will be quite the few who will.

Aye, I'm tempted to agree. That said though, I think the idea could be adapted. Steer it away from artifacts, and have each city have a non-decay supply storage room. Cities/Communes would have to buy specific items for the room, much like city/commune specific artifacts that normal players couldn't buy. No cubixes or talismans that prevent the wind from pushing you about, but maybe a talisman that reduces the damage to you by 10%, or something similar to a portal wand. Those might be terrible ideas, but you get the concept. Perhaps items that are based around group combat.
The room could work like a library, where the Minister who ran it could authorize certain people or ranks to be able to take out certain items. Eventually, those items would reset.
Still, I don't see this being implimented, but that would dodge some of the key issues.

i'd agree with this, if they where unique artifacts to each org. maybe we do quests to empower them, each having different effects like an intelligence boost. or a defence against something.

Better idea:
Each city/Commune has a set of relics that are specific to it, and can be bestowed by the city/commune leader to any city/commune member. Kind of like Champion arties, but less specific. A few examples:
Methrenton's Sword
This heavy sword appears to be made of light, and causes magical and fire damage. It is superior to any sword a mortal can create.
The shield of Shakiniel
A large polished shield of pure gold, this shield reduces all damage caused to the wearer by 10%.
A piece of Hart's antlers
When carried by a druid, this item doubles the bleeding of his cudgel; when carried by a non-druid, this item makes the carrier immune to bleeding from magical abilities, and cures thin blood automatically.
The Moonshield
This circular shield of pure silver reflects 10% of all magical damage caused to the wearer back to its originator.
And then there would be relics that aren't associated to any particular city or commune, and can be stolen - Would make it actually useful to be sneaky.
