And more versatile; you'd become a city elfen when choosing the Elementalism or Cosmic skillsets. The reason for the extra charisma is that city elfen wouldn't be as isolationist and arrogant as a forest elfen, while retaining the attractiveness; thus, more charisma.

No way, the Elfen are tied to the communes. If there aren't Glomdoring Elfen, there certainly shouldn't be city Elfen. In my opinion anyway. Plus, I don't think the charisma change makes any sense.

There are city elfen. They're called 'Elfen who live in the cities'. Many Faeling also live in cities, and some Viscanti have repented and joined organizations besides Magnagora. There are always exceptions, but there's no reason they should be given bonuses.
The only new specializations I could see making any sense would be for Glomdoring Elfen, and later Ackleberry Elfen, as it's common knowledge that they were the primary inhabitants of those two communes as well prior to the taint.

Or we could just make the high elfen and elfen lord change generic, instead of specific for Moon and Stag. After all, Gloriana must've had high elfen too.
City elfen would also be interesting because of the racial tension they'd generate. And again, the reason for the higher Charisma is that city elfen would be nicer, instead of arrogant and aloof.

No, it would totally go against the idea that Elfen have a strong bond with the forests (which, I assume, makes them stronger in Serenwilde and weaker elsewhere since Serenwilde is a true forest ). If you start adding things like this then I want a Moon Faeling and a Forest Merian and such and such.

Why would you need a new race just so you can do that? Myself and others played Merians living in Serenwilde and Glomdoring, big whoops. Not everything has to be hard-coded and part of the system to actually be doable, some things are, this isn't one of those things.

It's just a fun idea I threw out there. I think that the tension between city and forest elves would be a lot of fun. And it would make the lure of the cities stronger, so that there's more worry about Elfen going to live in cities, besides other interesting RP points.

Why would they need a specialization to live in the city? Also, if the elfen had a city specialization, you'd find A LOT of elfen in Celest, not just a few.

Being an Elfen in a City is survivable for all archtypes (Only say this because of Faeling Shadowlords) Elfen have the same strength as a Shadowlord with only Bear up and their intelligence is equal to a Master Viscanti. They dont need a bonus to go to a City, City Elfen are supposed to be rare.

But yeah. Xavius was/is a commune merian. He's a rare exception to the rule. Should he get a stat bonus for it? No! Those bonuses were (many, many moons ago) what inspired an organization's population to be predominately one race. There's no reason for Celest to have a significant elfen population.

Personally, Elfen are not races I could see in cities. Even if there were bonuses for such things, I doubt anyone would go to Magnagora as an Elfen. Corect me if I am wrong, but I believe it is against the law to draw power in Magnagora if you are Elfen.
