I think that if you're in an enemy village and manage to seduce an npc there via influence, they should let you do the quests associated with them. It only makes sense ICly.
My personally situation lately is that I'm a Celest character enemied to Serenwilde, so I can't do Serenwilde village quests for that reason and can't do Magnagora quests otherwise. It sucks!

No, because there's an actual influence skill for that. Three of them, actually. Parley? Amnesty? Diplomacy?

I'd say for 10,000 gold or so to Serenwilde, you can be on the road to questing!
