For 50 credits, why not allow an extra private & public cartel design slot per year for a certain cartel?

So instead of having 2 spaces, you would get 3. Or for another 50 credits, 4. Limit the amount you can buy for a single cartel at, say, 3 extra slots, and it can't really hurt anything.
