My idea is for a Qlist command which would give a brief list of all the quests with a brief blurb hinting at location and how to start it.

No. BAD.
Part of the point is figuring out where the quests are.
(Although I do admit trying to start some of them, like Frosticia, is frusturating...)
Anyway, if you're really clueless about how to start the quest for an area or whatever, ask and I'm sure someone can give you a nudge in the right direction.

They have this feature in some places like Maple Story, where there is ZERO RP potential. Where it is all mindless killing, and quests(which involve more mindless killing).
Quests's are not all that hard to figure out, all it takes is going around greeting people, and actually *gasp* talking to denizens. (simple basic things that you are taught how to do in the tour by the fates when you make your character)
Anywho, Kaervas is right, all the village quests are already hinted at. Pretty much all major zones have some sort of quest in them, and all you need to do to figure it out is walk around LOOKING, TALKING, and GREETING.

I'd sorta like a qlist where I could see what quests I have completed and how many times.
Imagine the fun:
X: I've rescued 75 furrikins!
Y: Well, I slaughtered 352 cows!
