If you have someone listed as a bully, when you drop suspect by declaring and attacking them, if you manage to kill them that time, they should not gain suspect on you.
This allows you to avenge your own death and punish those who killed you without having to suffer a penalty for it.

I was actually surprised that that wasn't the way it worked when I first heard the details of the system. I have to agree with the idea.

So, suppose I attack Joe because he was recently raiding a village and kill him. If he has vitae up, I will only cause a vitae death. I become listed as a 'bully' of his.
Joe now has thirty days in which he can not only kill me, but kill me through vitae. Alternatively, he can karma curse me and then kill me without going through vitae. Alternatively, he can remain a suspect and hopefully drain my karma or hinder further aggressions.
I think PK is restrictive enough without even worse consequences for a single death.
I'd much, much rather that the PK system became a little looser, where you aren't listed as a bully unless you really do target someone unfairly.
Edit: To clarify, if everyone can be killed through vitae, that's fine... but don't make it a punishment reserved for actually engaging in PK.

Would it be better if someone used vitae, they don't get suspect, and then implement Shamarah's idea?

I think rather than "bully" status, we should have "sadistic jerk" status.
Anyone who has proven he's only in Lusternia to spoil other people's fun should be cursed so that he automatically explodes into a million pieces whenever the word "jerk" is spoken in his presence.
The consequence of suffering a jerk explosion would be to have all experience and skills re-set to zero, and to be shrubbed for a RL month. A goon squad would also be immediately dispatched to his place of residence to mummify the player in duct tape and mail him to Alpha Centauri, without a return address.

I really don't see much wrong with the system, it's like Elryn said, if that idea was implemented as said there would be some hardcore griefing. You can have many reasons to hunt someone outside of home territory, and kill them once they get to kill you twice with no real consequence? I rarely use vitae because I don't like dying twice, so if I were to kill someone by a cosmic miracle and gain bully, someone would be able to kill me, than sit outside the portal or something like that and do it again.
