Why don't we have lotteries more often? Once a year for the big ones like we had but why not have random lotteries througout the year for smaller bundles of credits or gold?

Good question! More lotteries would be fun! In fact, are lotteries something only the Gods can do? It'd be neat if the Cities/Communes could run them as well. If this is already possible... why aren't they?
