I voted for a time gap between being enemied and unenemied, but I think that it should apply off-Prime too...

I like the third (balance time) option. It does pose the possible problem with conglut though, and sucks for people who are genuinely accidentally enemied.
Maybe it should be setup so that people who are automatically enemied require a vote of 2-3 people to have their enemy status removed (like ousting a higher CR person).

Eh, can you be 'accidently' enemied for summoning into guards? And if for non summoning reasons, I'd imagine it wouldn't happen too often, like during a raid

You can be accidently enemied if an enemy happens to be following you for some reason and you forget they're an enemy and you've lead them into guards I think. Can't you?

No.
If you are following someone, and they enter territory where you are an enemy and they are not, you stop following them and do not enter the territory.

Is this also blocked for modes of transportation besides walking (i.e. teleport)?

I like the idea of having a balance time. This way you an still summon into guards (because there ARE situations when defenders are totally outnumbered and I think it's somewhat justified) but at a risk.

Need to make sure they dont avoid it by using serpent or trueheal or anything else that they can use to bypass it.... trust me if there is a way to bypass it.... celest will do it....

Yeah, I can think of a half dozen ways to bipass a unenemy balance time. There really is no point to including that, it wouldn't change anything.
Stop making the admins babysit us because you're too lazy to take simple measures to prevent summoning.
