Im struggling as no guild seems to fit my desires. Im seeeking a band of warriors who know how to party before during & after battle! Every guild I have spoken to seems very heavy hearted. Im not looking to become 'bogged down'. Im looking for high morale & great friendship. Can anyone advise me on any fighting guild & the relations between members communty atmosphere

Sounds like you could join really any warrior guild, you just have to RP a little differently and try and influence the people around your character to lighten up.
Otherwise, I'm not very sure of the type of atmospheres each guild has.

The ur'Guard does not tolerate public drunkenness, if that's what you're looking for. You could always try to change that, though, like Aison mentioned.

I have a feeling that you're from Achaea for some reason, with the Great House mentality. There are guilds and clans here, and the partying stuff...might fit more into the clans part, instead of the guild. So, yeah...ur'Guard partying = crucifixion, Ebonguard = ?, Serenguard probably pretty OK, Paladins are usually fine, unless you become snuggly at the pool. The Aquamancers are generally cheerful and less religiously bogged down like the Paladins and the Celestines, though there are the Tide Lords. Bards.. could party, I guess...

Well I was stood naked for a long time & I asked if it was customary in the city to allow people to stand around naked. Im not seeking OOC fun or to drink alcohol. Im seeking people with the wisdom to know that joyfulness & friendship is important.

If you complete the introductory newbie tour, you'll be given clothing, and you won't have to stand around naked. If you join certain guilds (I only know the Serenguard), you will be handed a starting set of leather armor and a pair of simple weapons for hunting. Serenguard morale and friendliness is quite high, though we discourage silly or inappropriate behavior in the guild.

You can be a cheerful and social person no matter which guild are you in. Geomancers (Reiha is an example, although a bit too extreme), Serenguard, Celestines, Shadowdancers - they all accept people who aren't heavy-minded and gloomy! Really!
However, here's the catch - your character can be cheerful. It CAN'T be snuggly. Snuggling total strangers, drinking in public and similiar annoying actions will get you into trouble really fast, no matter which guild. But if you are acting like a real-life cheerful, bubbly character would act, you'll fit everywhere.
For example, look at Kaylee from Firefly. She's a dear and cute to the boot, but did she ever snuggle a stranger or even another of Serenity's crew memebers? Hell no.
Now, I'm not saying you're acting or want to act in the Achaea-retarded snugglybunny manner. But if you want to, you won't find a warm welcome anywhere. If you want to be reasonably social though, you'll find yourself well-liked more or less everywhere.
However, here's the catch - your character can be cheerful. It CAN'T be snuggly. Cuber is exactly right! I mean, for example, Noola is quite cheerful and friendly, but she's not going to snuggle anyone who isn't family - and even then, she usually won't do it someplace like the Pool.

All guilds are "heavyhearted" as you say because the Basin is a place in which a very harsh reality exists. Not a single city or commune has gone without losses or went mad due to the Taint. There is alot of hatered, sorrow, anger... a very charged place. It is very likely that you will meet more "serious" people then happy go lucky ones... Also, as it is mostly the older people who give the real tone in the different orginizations... it is more likely that the mood will be serious because they have been through those occurances.
You will need to find your way... no guild in lusternia is overwhelmingly cheerful.
