So, right now I'm designing my webpage with googlepages. It's free, easy to use, and doesn't require me to code (I took one website class in highschool, and I really disliked the HTML). I don't have a lot of visual things to add to the site, so it looks a bit bare, but I've done what I can. Also, the program limits me to what I can do with the site, because it doesn't have a whole lot of tools.
The site is a Deepnight/Merchant's Guild/etc site, so you can skip that if it's not your thing, but if anyone has any advice (except loading times, which have oddly increased lately, and there's nothing I can do about it) I'd like it so that I can improve on the site. Also note that some of the text (history and purpose for example) is in only a near-final state. Anyway.

Well, my first suggestion would be don't use googlepages to design a web site, but since you've ruled out other possibilities, you can ignore that suggestion. Although, there are quite a few open source creation tools that give you quite a degree of freedom and generally have the added bonus of a devoted community that hacks and mods the software and releases the code and gives instructions on how to use it on your site to achieve the desired result.
But for the tools you've been given it's not a bad start. It just depends on how much content you want to display on there. For instance, some sections seem rather bare bones on information to me, and if I were a new player coming into your site, not knowing about your Lex Luthor Empire, I'd be somewhat at a loss as to what some of the sections really dealt with until I saw how things worked in game. But perhaps your goal is to simply give players who are somewhat already familiar with the game a quick rundown of all that is Richter. An effective web site is all about establishing what you want to tell people, and then presenting that information to those people in a efficient and pleasing manner.
The only two technical aspects that I could comment on that you may be able to change with googlepages (I'm not sure, I've never looked at the editing system for it) would be to add back links to all your pages. I know everyone has that handy back button in their browser, but I've always been taught that you should always provide a user with the ability to crawl your links in both forward and reverse through the web page itself. Although it does create a sitemap at the bottom right corner of the page, so perhaps that's well enough. /shrug
The second thing would be to have all external links open in a new window instead of the same window. This, however, is a highly personal preference. Some people absolutely hate it when links open new windows on their desk tops, and others (like me) hate having to right click and select open in new window. People like me click links to quickly browse whatever the page (or poster) is referring to. When I'm done with that link, I'll probably want to continue looking at the original site. If all pages were opened in the same window, I now have to backtrack a bunch. If they were in separate windows, I just close the window and continue reading... but like I said, very much a personal preference.
Dunno what else to say, if you ever need advice on anything related to the coding (should you decide to be adventurous) I'm always willing to help via pm or what not.

If I can find something better than Googlepages, that's just as easy to use, I may use it. All I'd have to do is move the content over there, and ask Estarra to change the link in the Player Resources on the website.
Do note, each page actually does have a back link, it's in the bottom right of every page, where it says Back/Home, and both are linked accordingly. I don't think that I can make external links open in a new window (really seeing the drawbacks of the program now ) for things like Terranova, or Exarius' site, but it would be nice.
I'll take note of the suggestion that I should think of what would happen if new players happened upon it, and try to expand it to display all pertinent information. Originally, the site started as a personal reference for myself, but it expanded into a Deepnight/whatever else reference for anyone.

I've found wordpress to be a great resource for building webpages. It's what I use for tansy, and there's no HTML involved at all. You do need to have your own domain, though, or someone to serve as a host. It employs mysql, I think.
