Okay, the problem is that players who have lesser skill in planar tend to say things from a higher plane and no one from Prime can hear them, I'm thinking perhaps we could hear them but probably in a 'distorted' and choppy, like the example I'm showing below.
Let's say someone has Shortwave in Planar.
Ethereal Plane
(Celest): Someone says, "The quick brown fox jumps over the lazy dog."
Elemental Plane
(Celest): Someone says, "Th. q.ick br.wn fox j.mps ov.. th. la.y do.."
Cosmic Plane
(Celest): Someone says, "T.. q..ck b..wn f.. j..ps o..r ... l..y d..."
Astral Plane
(Celest): Someone says, "... ....k b...n ... ....s ...r ... ...y ...."
So what do you think? Might be helpful to say to that someone "we can't hear you from there, try going to lower levels so we can hear you well."

I like it personally, but perhaps a different way of distorting them. Rather then simply dropping letters, perhaps have the dropped letters have less downward scaling, but make it conjumbled the further it comes from as well, so that it is more about deciphering the distorted message then. "WTF IZ LETTAR SUPPOED TO BE DAR" type stuff. I dunno.
In the same thought, I was thinking further about the GNT/NOVICE thing, perhaps there's a way to flag it so only novices are able to read things from GNT from far planes to remove it being abused by full members or something like that.

If this is able to be coded, it'd make sense due to how they heard the transmitions from Astral in the History section.

Maybe simply a message that a garbled message is coming through.
Instead of:
(Celest): Someone says, "T.. q..ck b..wn f.. j..ps o..r ... l..y d..."
Which is esthetically unappealing to me. Each nation could get a new NPC, or an egsisting npc (the four nexus tutors would be perfect), and they could mention that a garbled message is coming in from so-and-so.
(Celest): Meleris says, "Well dunk me in the pool, Lysandus is trying to send us a garbled message from the astral plane."

EDIT: Also, doesn't planar skill limit who you can hear as well as who can hear you? Why would there be a message like that if one person couldn't hear it, but another could?

There could always be a construct that allows everyone to be heard everywhere on the national/guild channels.
The flip side of all of this is that as a novice I tend to find lack of communications as a benefit, you can't hear loyal says, you can't hear it when people are raiding Cosmic. You are blissfully unaware.

GNT was a bit borked back then. You couldn't talk to any other plane with it no matter what your planar skill was.

Personally, I think you -should- be able to hear anyone from any plane. This game isn't like the others. It's heavily revolved around it's different planes. It doesn't make sense to make it so hard for novices to get answers to their questions.
