The same as being enemied, but instead you're allied.
They had just introduced this system in Achaea and it worked great, adds a little something more to solid roleplay (I think), and gave allies almost the same amount of privileges as actual citizens. Also keeps up to date, such as with an CITYALLIES (as opposed to CITYENEMIES).
In Achaea, allies got the benefit of speaking the language of the city (Shallam and its allies spoke Shallamese, Mhaldor and its enemies spoke Mhaldorian, etc). Nothing like that here, but I'm sure cities could up with some benefit to being a city ally.

Unless there is some benefit to being an ally, a clan with all the city's allys in it would work even better than this.

I like this idea because I'm rogue and I really don't like anywhere enough to join completely but would love to be allied somewhere just fer RP reasons... I always wanted something like this for places you can be enemied too also. Places like Tosha monastery, Igasho Caves, verasavir valley...

Anyway, this wouldn't be for mechanics. It would be for roleplay.
However, I wouldn't want to promote players becoming rogues.

Simple solution: join a city/commune and then a guild. Rogues are not healthy.

Citys can afford 500k for a clan if they see a good reason to get it.
I'm pretty sure you can make it so more than one person can induct people into a clan. If not, it should work like that.

Set the commodity store to sell only to members of the org and its allies.
Immolation
The ability to hear/speak on the aether of the org(Can be allowed/disallowed by the leaders of the org)
Trackers can get hounds from the kennels of that org
and much much more ... though I have to say no to Daganev's idea about construct.... someone who can use either two of the construct would be silly overpowered. (Except maybe Glomdoring's .......)

rogues are plenty healthy if you don't mind not having any city/commune specific skills, and you have someone nice who supplies you with power/own a powerplex jewel, and you know how to keep yourself occupied with things to do. There are also benefits of going anywhere you want, talking to whoever you want, selling to whoever you want, and not being yelled at for doing these things becaue they are members of an opposing organization. Well if you are unenemied everywhere.

I thought Celest already had their special allies list somewhere? I really see no need to add a mechanical command for this. There will be no real benefits (that orgs will be willing to give ie. skills) that orgs can't give using a non-mechanical allies list.
