Does maestro help if you are a mugwump?

I was a bard before, and I noticed that there is no noticable difference between being a bardic merian with maestro, and a bardic mugwump with maestro. Can someone check out the timings of it and see if maestro is a level 3 equi?

And then if so, will then faelings be the most powerful bardic race, with lvl 3 equi and balance?

Rumor has it that being maestro improves damage too, to kinda answer the question in your title.

Ok, I'm bringing this thread up again, because I have a mugwump bard (who isn't quite maestro yet, but still), so I would really appreciate knowing if it's okay to change to, perhaps, a more survivable race. Will the speed be the same after getting maestro as it was as a mugwump? Seriously, there's got to be a changeling bard somewhere that can check this out.

I can't think of any bard changelings, actually.

That having been said, there probably is a difference, and the difference is going to be numberically smaller than what an eq-neutral race would have because they're based on percentages. It's kinda like mugwumps with hexes. Does it help? You bet. You're already faster than everyone else around you, though, so you're not likely to see without a sensitive timer. The zMUD game timer isn't sensitive enough for what you'd need.
