Estarra said there was not currently any plan for this to happen. There might be a racial re-balance around the corner sometime, but other than that I don't expect any other racial changes for awhile.

The post was saying "No racial changes for now, and there won't be any new specs without racial rebalancings. We'll be looking into racial review after Monks are done (about a month after)".
Not an exact quote, but pretty much said that they'd be thinking about designing Bard/Monk specs then.
