If you are looking to join a cartel, maybe you should consider one of the Daughters' cartels. There are currently three: Paraphernalia (artisan), Weavers (tailoring), and Trinkets (jewelry). To join, it is 10k gold. There are no monthly fees, and if you need to leave the cartel you will be welcomed back free of charge.
I have appointed trademasters for two of the cartels. Trademasters are supplied with the necessary funds to submit the 2 designs per year quota, as well as 2.5k (5k total) for each cartel design submitted. This ensures that designs are submitted every year.
