I like mini-weakenings for a couple of reasons. 1. They're conflict in and of themselves. 2. If you're successful at attacking you open up a window for more conflict on the planes.
However, currently it feels like they just do not happen enough. They seem to be roughly every 15 hours or so. In terms of the small scale conflict this is supposed to be, that's not really often enough. Since I have been actively trying to participate one, I have yet to be around and able at a time one was happening.
If they happened more frequently, it would open up more opportunities for activity and conflict. However, I can understand not wanting to change the standard cycle of them too much. So I'd suggest an implementation of a method to cause a mini-weakening off cycle. Essentially a quest of some sort that would allow an organization to cause the weakening at a time more convenient for them.
One idea for a quest is having special crystals located on the various aether bubbles. Perhaps one type for each organization. They only appear once a month. You gather the crystals and then place them on the nexus world of your choice. If you use the crystals attuned to that nexus world, it strengthens it against anyone else using crystals to weaken it that month so they would essentially have to use twice as many to weaken it. If you use any other kind of crystal it destabilizes the world, causing a weakening. The crystals would perhaps be put into a special receptacle on each nexus world.
Not a fully fleshed out idea and I see a few holes in it already but basically it would open up the opportunities for more spur of the moment conflict instead of the conflict always being pretty much scheduled.

The timing of the min-weakenings is fine, and really does not need to be changed.
Defense constructs are meant to help an organization defend itself when there are few people around. This would allow any organization to remove this effect at any time they wished.
Really, you can raid for conflict at any time you want. I just don't see what weakenings have to do with it.

I suppose our idea of conflict is different. I can raid and just kill players any time I want. If you want to mount a planar raid with an objective of taking out something like a cosmic lord you have to hope that they forgot to put up discretionary powers or that a mini-weakening is happening around the same time you want to do it.
By "this" I assume you mean the suggested quest but the suggested quest would not allow them to remove the effect any time they wished. They could only do it once a month and it would only weaken the world, not disable the constructs. So they would still have to spend however long to actually focus on and disable the construct. Any organization would have opportunity to stop this.
1. They could gather the crystals themselves as well as strengthen their world.
2. They could stop the attacking force when they actually came to try to disable the construct.
While it's all well and good that discretionary powers are in place to help people defend when there are few people around but the reality is that they pretty much make it so an organization has to put very little effort into defending their planes at all. They just need to remember to put up the discretionary powers. This would simply allow an organization that wanted to put the work into it to give themselves an opportunity to open up a mini-weakening at a time of their choosing once a month.
I don't really see that as being a harbinger of overwhelming and unfair conflict.

Personally-- remove the timing for mini-Weakenings altogether. Lower the time that they're disabled back to 3 days, and make it so that they can only be disabled once every 12 hours. If they are disabled at midnight, they can't be disabled again until noon, and so on.
Removes the whole "time limit to raid" while keeping them staggered about as much as they currently are. Lets you do it when you feel like it. Given that it *is* limited and that constructs DO call out for help now in this situation, that doesn't seem too much of an issue.
