I mean is it Lusterian enough. Not that I would ever want to draw a bull man for any other reason. He's based on a Scottish Highland type of cow. And I thought I've give him a Scottish type outfit, draped similarly to the picture on the racial page,but less plaid. I'm fairly certain I've seen a kilt around so I didn't think it would be too off. He's coming out of the portal as a newb or after dying or something. I suppose it could be more dynamic but I just want to attempt a non humanoid race.

Damn, that's nice. I don't know if it's particularly Lusternian (it could really be any cow-like race that a lot of games have, these days), but that's never been much of an issue when it comes to the artisinals. Go for it, I say.

Though Lusternian enough? If I didn't see this in the Lusternia forums pegged with "Taurian," I would immediately have thought of "Minotaur" - which was my second thought. A bovine/bull-race isn't secluded to just the game, the minotaur is something found in mythology, so IMO, no, not Lusternian enough. Good, yes, without a doubt...though distinctly Lusternian? Without the defining tags of named race and forums, I don't think so.

Me, I think it will fly and probably do quite well in the judging. I recall Penna's Merian picture which took the prize, and if it didn't have the word 'Merian' tagged to it, I could easily envision it being a number of other fictional oceanic creatures as opposed to distinctly Lusternian. Sahuagin, 'sea' elf, insert other water races from other IRE games, so on.

If you're very concerned, change the background to one of the nexi in game, or another notable Lusternia locale.

I think it's Lusternian, but if you want to make it more so, you can do what Eldanien said.
