While at flying elevation, change GLANCE DOWN to GLANCE GROUND or GLANCE BELOW. Have GLANCE DOWN glance to the flying elevation of the room down from you.
Also GLANCE TREES or GLANCE ROOFTOP would be nice, or some other ability added to Environment to LOOK at other elevations.

In effect, gives a large (100%?) chance of seeing flyers, small chance of seeing people in trees/rooftops, tiny chance of seeing someone burrowed at the highest ground elevation:
The Pool of Stars.
This location is flooded with shallow, crystal clear water. The bright sun shines down, blanketing you with its life-giving warmth. An enormously wide circular pool, as dark as the night sky, glitters softly between the columns. His form suffused with soft light, the Keeper of the Pool of Stars stands here attentively. There'd be separate messages for people at flying elevation, trees, rooftops, ground.
I'm thinking have the percentage chance of spotting based primarily on Discernment skill, with this ability in Environment being required to have the option at all. Flying being the easiest to spot, trees/roofs being harder, burrowed being the most difficult.
The Stealth skillset should have a way to reduce, nullify or counter the effects of this ability, so that Stealth is still stealthy.

The syntax is SEARCH, or FLYERS for sky elevation, if you have the appropriate skills.

I think he means a passive skill. Like you would do LOOK at the Ravenwood, see the normal people, and also see the people flying.

I think the passive ability to see flyers is a horribly bad idea. Flying is already a very dangerous escape route if you're out-manned or out-gunned, but it still works sometimes. Making flight even more unreliable equates to making trills an even worse race.
I like the GLANCE DOWN thing though. Although it's kind of redundant, since you can just fly DOWN and voilà . There aren't all that many PvE dangers while flying (I only know of the astral eagles).
EDIT: Here's an idea though. Give Celestine and Nihilist trills and faelings the ability to fly in the mountains when they star/darkcall their respective skill wings. You could say that just normal wings or just golden/bat wings aren't strong enough; combine them though, and the sky is the limit.

I claim fatigue when I picked the verb, but I was talking about two separate things in my original post.
The first was the ability to look down into trees and onto rooftops while flying. I figured this would be intrinsic, like GLANCE DOWN currently looks at ground elevation while flying. Trees might give cover, but it seemed like if you were flying you'd be able to look at rooftops rather clearly. I added the request for trees so that this ability would be of use to more people.
The other was intended as a passive to notice that there are people on other elevations. It wouldn't give the names, only that you're making out the presence of one or more people at those elevations. All in the name of trying to get Environment beefed up while providing a benefit most characters could make use of.

I personally thought squint would work. But it doesn't squint down doesn't work from flying at all. I guess glance down is the best we get. I just need to deal with it
