I've been exploring Glomdoring (to make a bestiary!) and I noticed that I gained 0 explorer position whilst I was in there, but once I moved to the swamp about ten seconds away, I started going higher in position. So, my question is, do communes and cities give explorer "experience"?

They do.

Explorer rankings sometimes take a while to update, and that's what you experienced there.
