once you have an artifact, why not set an ability to recall it when YOU want? For instance, say i have a forging hammer, and Paladin Jimbob borrows it. He pays me 1k gold for an hour, and when said hour is up, i recall it.. no random poofing.
IE, Paladin Jimbob decides to be a jeweler, and borrows my jewelers hammer (( no, i don't actually have all of these)). I loan it to him over night, while I sleep. When i wake up, i recall it. Or, i loan the city my cloakingjewel/cubix/mirror of death and what have you.
simple command, via single command or recall "artifact". perhaps, set it to where it will reset auto if out for more than say, 3 days irl.

Because then the Administration will sell fewer artifacts, so sell fewer credits, so earn less, because 1 artifact will be shared between many.

well, I agree, that would be a bad business move.. but look at keg/cube runes, can't they be tapped to keep them in an area, IE shop stockroom? I know not everyone buys those, as opposed to hammers, but still ...

Runes on kegs and cubes should never recall if you keg or cubetap the imho.
Its much easier to leave them be and just be able to call them back
