I'm compiling a list of afflictions/states that directly inhibit curing the manner that asthma inhibits smoking, not in the manner that stupidity inhibits everything.

Stun, Asleep, Unconscious - impedes everything
Afflictions:
Eat/Drink: Anorexia, Slit throat, Crushed windpipe, Two amputated arms (can't outrift or drink), Throatlock, Scarab
Smoking: Asthma, Collapsed lung, Black lung, Pinleg, Severedphrenic (has a chance to stop smoking)
Applying: Slickness, Two amputated arms
Focus:
Body: Impatience, Confusion
Mind: Confusion
Spirit: Confusion
Aurawarp - impedes eating, smoking, applying
Nishi - impedes apply health
Crucify - impedes everything except focus mind and power-based cures

Entanglement doesn't stop outr.
Broken jaw doesn't stop eating, just causes damage when you do it.
Punctured lung doesn't stop smoking. Shortness of breath is the same thing as asthma.
Broken arms don't stop outr.
Impatience only stops focus body, not focus mind/spirit.
Crucify stops pretty much all curing (eat/drink/smoke/apply).
Aurawarp stops eating, smoking, and applying (not drinking though).
Having a body part ninshi'd will stop you from applying health to it.

Throatlock stops eating and drinking. Slit throat and crushed windpipe stop smoking, not eating.

Zarquan @http://forums.lusternia.com/index.php?showtopic=14772 and crushed windpipe can be cured by smoking myrtle, so it wouldn't make terribly much sense for it to impede smoking.

Severedphrenic can impede smoking, and collapsed lungs will stop smoking all together.

smoking - asthma or collapsedlungs or blacklung or pinleg
eating/drinking - anorexia or (amputated left arm and amputated right arm) or slitthroat or throatlock or scarab (blacktalon affliction, it has no cure as far as I know, cured after a period of time) or windpipe
applying - slickness or (amputated left arm and amputated right arm)
focus body - impatience.
focus in general - I think confusion, I need to test it.
I don't know about crucify preventing all curing, I think Shamarah is right, I haven't tested it yet, nor bothered to ask, my mistake.
EDIT: After asking a few people and looking over a comercial system, it appears that being cruicified only prevents applying, not eating/smoking.

Sever phrenic doesn't stop you from smoking all the time, it has a small chance of doing so every time you smoke. Make a timer failsafe and you're good.

Apparently so, you cannot eat/drink/smoke/apply, but you can focus your mind or use your power cure (Gedulah or Green). Here, from one of Forren's logs:
