I need a quick confirmation as the other threads does not agree with each other.

1. Only parent pool affects child pool
2. Parent and sibling pool affects child pool.

For example, the strenght of the telepathic mindblast is increased by 5% if discernment(parent pool) is transed. Will it further increase by 5% if phantams(sibling pool) is also transed?

Anyone know the answer to this?
