So, I read these two books awhile ago. I can't give you their names (Cause that's what I'm looking for) just a brief description and hope someone likes the same stuff...
The first one starts out with following this boy around, who goes to the circus and see's a dragon and falls in love with dragons (or something like that) At the time Dragons weren't used for much cept like, taking a rid in a basket up with a dragon and whatnot.
He ends up running away to join the circus to help with these dragons, in the operations of said 'ride'. He then moves on to the army of some sort, becomes a scout or something along those lines until they form this thing called a Dragon Wing for the war. He becomes a dragon scout, performing recon for the armies with a bunch of other recruits. Falls in love with this girl.
Story goes on and he invents this type of crossbow to mount on the dragons, cause previously they just latched an archer behind the rider and fired that way (to kill enemy Dragons.) His 'lover' I think dies...and then this rich woman who owns an estate falls for him and they get hitched and he's stuck in a castle thing for awhile because she pampers this guy and such.
I can't remember much more then that, sorry!
The other story I can only remember a brief bit...
These mages/wizards were hiding in this like..cave of some sort. But the cave has a ton of rooms and whatnot. Alot of the children with magical properties (Or supposed magical properties) were taken away to this 'Lord' or 'Baron' of some sort and they were gonna kill em.. till the Main character helped rescue them.
They used their magic to steal from caravans and such, to feed themselves and whatnot. There was something about magical jewels to amplify their magic and they foudn like this horde of gems that (I think) was from a Dragon or something that use to live in the cave..
I could be wrong but I don't remember where I read that...

The second one sounds similar to some bits of things that happen during parts of The Elvenbane by Andre Norton and Mercedes Lackey.

I don't remember the series well enough to remember if this is the correct book, but you could try the Dragonmasters series by Chris Bunch (Storm of Wings being the first one).
It's the same general thing, at least, and Google also points me to this one with certain keyword searches. I also know I've read the series you're talking about, and I have read this one, so... maybe it is.
