General cartels would allow the submission of all types of trade designs, but be limited to 1 private design per year and 0 public designs. Families/Houses, Orders and Guilds do not wish to submit a large number of appropriately fitting designs, but rather seek only a bit of customization in various areas, everything from rings to robes to tables to tomes. As such, this addition would allow these smaller organizations to invest in a single cartel for the few private designs they seek, rather than having to buy a full set of cartels or trusting other cartels to submit a private design and never release that design for anyone else.

I don't really see why the organization would want a public design (as people who just want to design will do so for their trade with a normal cartel anyways). But hey, whatever the admins deem as balanced is good for me.

For some of the guilds like the Paladins. Most Paladin gear is weapons and armour, so the designs there are breeding faster than Serenwilde in Spring.
However, we wanted special Order cloaks that only guild members could wear. Special items and such. Some guilds, mainly warrior, don't need a whole cartel for each one, but still have a demand, abeit small, for other designs.
Edit: Cities and communes probably wouldn't need a general cartel unless they wanted special things, such as badges and such for awards and whatnot.

Perhaps General Cartels will limit the wearing of the items produced in the cartel only for that org and obviously General Cartels are only available to orgs.

You wear the shimmering cloak embroidered with the Cantors' Crest. <--- as normal

You wear the shimmer cloak embroidered with the Cantors' Crest.
You watch in horror as the crest erupts in flames leaving you with a tattered cloak.
This should focus on the uniqueness of the items.

I was thinking the cartels should be available to anyone normally. My main reason for the idea, at least, was that it would allow those families who are not necessarily aiming to become a House a manner with which to have various unique items designed. 1 design/year, I feel, is a fair enough restriction for being able to design items of any type.

I approve, though if this is implemented I would like to have some way to transfer already-approved designs from the current cartel to the new "General cartel". Perhaps by the original trademaster.

I guess Clans can buy these general cartels but only members of that guild can wear the items.
