I can't find any help files about founding a known family (in this case i'Xiia) and what steps need to be taken for it.
I know a pretty extensive family history needs to be written, but beyond that I'm clueless. Any help would be great!

From what I have been told, you need to have a pre-existing, renowned family to be turned into it. You won't be given the name on the platter with just the founders in it - at least not in the case of Magnagoran noble houses I was told. Besides that, have a family, don't be a fool, get the history written and accepted. Easy.

Have a large number of people waiting to join a family that doesn't actually exist yet beyond the mobs? That'll be fun.

I don't think that is actually true. Forren got Shervalian a long time ago, and his active family count is still just at 5. Catarin's Inalai family tree isn't that extensive. I don't think Astraea and Leiliadhe really had a long list of people waiting to join the Nightshades, either. I may be wrong about this, of course.
I think you just have to show that you are not just a random nobody, can actually play the role and can write a good history for the family.

Yeah, just bring a good and concise history to the table, an honest effort, and the ruthlessly unmerciful ability to find and nom spawn. It takes a long time though, and with good reason, stuff like this is -deep- and complicated.
Also, Nightshades were approved with just me, and no long list of candidates, though it may have been done differently for the Mag Houses, I'm unsure. As long as you present something competent, the rest will fall into place.

By registering your family name, you are already making it 'known', but the I don't think the admins are going to let any player-created families historic or anything. Nejii tried recently with the Talnaras and failed. However, the admins might decide to make denizens for you, but that's completely out of your control.

I don't think literally re-writing history will be allowed. If you RP it, I'm sure the Admin won't step in and say "Stop RPing that you are lost nobility" or whatever, but the Admin won't let you go back in time and fiddle with things.

Both d'Murani and n'Kylbar were named differently in the past - yes, it is posible to change an existing family of no historic name into a historic one if you can come up with a sufficiently good story for it.
As for the requirement for the family to have some members before it can become a historical Magnagoran family, I was told such by Morgfyre not so long ago (10-15 members is what he told me). It might not hold true elsewhere but in Magnagora you are suddenly making aristocracy out of nothing (or whatever you had) so 2 people won't suddenly equal a Great House.

Yes, I seem to remember Kaervas turning his original family into d'Murani after a while of already having members;
But no, Talnara tried to find a minor unused niche to go into and were rejected full stop.

Every historical family name request is handled case-by-case. A written family history is necessary, for sure. There will probably be other things required, which your patron can inform you of, if you are seriously pursuing such a claim.
