I think Librarians should be able to withdraw gold from their ministry, it'd just be so much simpler for prizes and the like to be handed out rather than them having to go through multiple middle men (And an obscene amount of alliteration) in order to get the gold prizes requested.

It's not really going to change much of anything. They'll still need to go through us to get the money in their Ministry to withdraw anyways.
And if you want credit prizes (generally the best prizes) it's all in the Marshall's hands anyways.

Yeah, I know, gold will still have to be consigned, but I think it's silly to have to withdraw first, and then give them the gold, since Glom's library contests have gold prizes as well. The credits are no big deal, worked that part out, but I mean, there should be a simpler way to have the gold exchange hands.

If you guys have a clan for your library, you can use its bank account, with the extra advantage that since it's a clan you have full control over delegating who else has rights to access the gold, or see the logs, or check the balance. I got Serenwilde to use our Library/Culture shared clan for that, with our Treasurer in the clan so she can review the logs to make sure we're not misusing the funds; and it's worked out wonderfully well. It also makes it easy for anyone to make deposits into it (including the Treasurer making the annual stipend).
Though if they do make it so the Librarian can, the Culture Minister should be able to, too.

It is indeed a good idea, but from the Treasurer's side it makes allocating funds much harder.
While gold cannot be withdrawn from the Library Funds, the gold there CAN be used for publishing. In which case, splitting the money between the clan and the funds becomes a bit trickier, but of course it's doable. Following which, you would still need a means of removing the money then placing it into the clan account. The Treasurer does not have access to the Ambassador's Funds (in Magnagora anyway) so at the end of the day you still need someone with access to the Ambassador's Account to transfer the funds.
What we did in Magnagora to circumvent the problem is to allocate as per normal. We then granted both the Culture Ministry and Library access to the Ambassador's account by aiding the Ministers. When withdrawals are made they are made from the Ambassador's Account and a message is sent to the Treasurer. Once this is done, the Treasury then transfers the funds out of the LIbrary or Culture Ministry's Accounts and back into the ambassador's. This controls spending, as well as allowing us to keep track of all transactions through REVLOG.
In either case, it would be nice if the Arena could, in a similar way as constructs do, withdraw money for themselves from the Culture Ministry. Every so often it does run out of funds and everyone comes banging on my door, assuming that the Treasurer forgot to allocate the funds when in fact he can't. It's a minor thing though.
