I have 300 dingbats for sell at 2.5 credits each if anyone is interested. I have a current bid of 600 credits for all 300 so I'm trying to see if I can get a little more out of them (several people have been selling them at 3 credits a piece).

Artifacts are almost never nerfed. In fact, I'm not aware of an artifact ever being nerfed where a full refund was not issued.

I think that weapon runes on 2h weapons (when they were giving twice the speed bonus) were changed to be in line with their 1h counterparts without a refund. Only example I can think of, and it's possible they did a silent refund for the owners of runes on 2h weapons.
