Someone remind me again why there isn't a medium to attain Kephera Amnesty which doesn't require summoning Imhohet? Thinking of most all org leaders that I can remember, even the hardest org folk who come around once (if ever) in a few decades have their own representatives that folk can get general amnesty from if not have them stand in for the quest related to that org itself. I even found out yesterday that folk can get amnesty to Shallamurine without even dealing with having to raise Marani, and I think that's just awesome.
So, I still vote for making Hive King Imhatatep handle amnesties to the Hives. Leave the queen to deal with one of the more major aspects of the kephera quests, but at least don't subject those folk who want to just get amnesty to a mind-numbing summoning quest which just imbalances things due to its tediousness.

I daresay simply because Imhohet is the economic savant that she is, she should not handle enemyings or unenemyings. It should be Zenobia, and only Zenobia.

I think the UV quests are fine if people want THAT BADLY to get honours lines, but seriously, having them do that quest just for amnesty is just painful. Just make Imhatatep handle that aspect and poof, that'll sate me.

I wouldn't want to get into the quest too much into here, but the chances of raising a kephera princess from an egg is highly variable (from what I've seen) and the last time I even attempted that, I've gotten four males in a row in all the glory and work which it takes to hatch each individual egg (which can span several hours). And all for just amnesty? I'd understand the work if I were after the honours, but considering that most folk want to just get rid of their enemy statuses, I don't quite see the point of having them go through that amount of complication. Even their quest counterpart of the Illithoid have their organizational leader repop, and the other quest which I can think of which involves a fair amount of questing to summon (Marani) I've found even has a liason through which people can just get regular amnesty to Shallamurine from instead of having to go to her directly.

On its own, no, but it's the fact that it's chance-based and that she doesn't respawn. I've gone through 12 eggs on my own, once, spending about 8 hours, without managing to incubate a female. It just becomes a complete pain. All of the Illithoid 'big mobs' respawn, none of the Kephera ones do. (Kings excepted, maybe, but they really don't seem that hard).

As someone who no longer has reason to care about getting Kephera amnesty, I would have to say that you are underestimating how easy it is for a queen raising to be foiled. Especially if anyone is routinely hunting them to discover princesses in waiting.
EDIT: It also doesn't help that the new amnesty system makes it increasingly expensive to obtain amnesties back to back as the Queen gets more annoyed. If people wait around and don't do it back to back, it can be pretty much guaranteed she'll be dead within 24 hours with Glom/Mag as they currently are. If you really must insist that a Queen be necessary, I think you should at least extend the courtesy of making them immune to amnesty annoyance.

How about two options?
1) Same old Imhohet quest
2) Another mob that handles amnesty for a premium (+50%?)
Then people can decide if they want to do the quest or pay the premium to just get it over with
