People abuse them. Quite noticably. I propose that they be confined to un-preserved letters, sigils, and similar items that are useful to have on the ground.

No.
People flame panties and obnoxious letters. You can petition your Divine to remove these objects and they do (usually pretty quickly), because these are not the intended use. There's just no way for players to deal with the things.
